Get the "Mission Control" mod.

Edit all the chassis you want to modify to increased number of Jump Jets, then add more to a mech in the mech bay. Example: chassisdef_highlander_HGN-732b.json, look for "MaxJumpjets": 3, then change to like 5 or so.
