Not sure how to delete this post, the answer to getting data was given to me. "Use BSArch. Better yet, use xEdit Asset Browser (CTRL+F3) to easily and selectively unpack any single files from any BSA in the load order. BTO are meshes like every other model. They contain object LOD. Terrain LOD is in the BTR files. The current NifSkope version loads and shows both of them without problem. However, you won't be able to get a single model from the BTO files, as they are combined supermeshes. They are build from the LOD models found in meshes/lod/. So if you want to use a single LOD model just get it from there."
