Okay, after some testing this may be a graphics card problem and not a problem with Skyrim. After encountering this, all of my Steam games are doing the same (freezing after a few seconds). I have an AMD Radeon HD 6800 Series graphics card, which has worked fine for two years. May be time to get a new one. :/ Edit: I may have solved the problem by manually editing some settings in Catalyst Control Center. I will do some testing to see if it's fixed.

I did a clean install of Skyrim to replay a new character with some mods, and I was slowly adding mods and checking to see if they worked. When I installed Climates of Tamriel and my game stopped responding when I load either new or old saves. I have tried disabling CoT and creating a new save, disabling Realistic Water Two and creating a new save, and disabling all mods and creating a new save, and all of these result in the game loading for 3-5 seconds and then freezing until it stops responding. Here is a screenshot of my installed mods and load order http://i.imgur.com/fYU1BIX.png. Thanks to any that can help! More info: I have all three DLCs and a legitimate copy of Skyrim. I tried deleting my Skyrim.ini, nothing changed.
