I have gotten some to work by going up to the workshop station and clicking on it

I can build in settlements but I cannot send people to them or set up trade caravans. I can't send my followers there. The map will say cleared or just the name of the place(just Sanctuary) with no settler number, defense, etc. I have no idea which mod is doing this, can someone help me? Thanks. Edit: I also want to note that if I receive a settlement through a quest I do not encounter this bug.

Hi, I am having problems with my game and I think a mod is a culprit but I am not sure which one. Employed settlers are unresponsive, they will make a comment like "thanks for fighting those raiders" but no dialogue opens up to trade, barter, talk, etc. I have attached my mod list to see if you guys know what is going on, Thank you.
