Is there a way to mark mods so they don't come up again for my account?

I'm trying to learn a few different languages and I want to be able to have a few NPC's use different spoken languages to get used to hearing them and learn while I also game. Can this be done or is it all or nothing from the start?

The Sparky Points is a trident reward that you can get from saving a certain someone from a fire in Act 1. Currently it does not provide the Lightning Charges when trown to do damage. From the wording on the item it should by all accounts provide the charges on throw but doesn't. Can anyone fix this?
