Thanks, I took your advice and cast a few spell on her while under different light conditions via console. I tried flesh spells and results are similar to my issue. They seems off to me and I'll check skin, light and ENB which I used previously and didn't cause an issue for me. Any other advice to narrow it down are welcome.

Hi, There is a weird effect on npcs skin while their magic related effects activated or if they hit with a spell. This isn't happened before so I cannot suspect any of the mod but my loadorder.
