I can't really remember this,since last time I've done TG quests was 1 year ago, but don't you have to wait for a specific time before you get back to him or something?

Well, go back if you really want, Oblivion is still a fun game (modded of course). The game isn't that buggy and it rarely crushes (crashed 2 times for me in 2 weeks). So yeah, if you want and got nothing else to play, I'd say go for it.

I've downloaded the mod and checked it by myself. There is a chest behind that building. I have lots of mods installed and the latest patch as well. I can only suggest you to download BOSS: http://oblivion.nexusmods.com/mods/20516
