did you read the warning, it clearly says you have an older version of Skyrim, and i also believe you have a pirated version of skyrim fro the pic you posted.

the way you fix is step 1: open your console command step 2: type in player.additem 00015038 1 which adds a pipboy to your inventory step 3: type in player.equipitem 15038 1 which equips your pipboy to your arm there you are done if it still doesn't work type in resetpipboymanager
