The Brush of Truepaint is an aedric artifact of Dibella, and appeared in Oblivion. It let's the wielder create things out of paint, even entire world's inside a painting. It would probably work as a staff, maybe conjuring paint trolls? I haven't found any mod that includes this artifact, so it wouldn't be something already done before.
