Maybe it is related to the bounty somewhere and well there's a console command resetai, Just click on the hostile npcs and press enter. Other possible ways (that may or may not work) Maybe once you see him, open console, select the moth priest and write kill Press enter, then write resurrect Try to get close enough to select him without him seeing you first so others don't get hostile. It fixed a couple of bugs i had before and well, it can't hurt to try. Another thing to try, is once you teleport there, immediately press the T button and wait 24 hours, then try approaching. One of those should fix it i suppose ^^
