Same reason as the other guy - you loaded TR_Mainland before Tamriel_Data, probably due to an outdated version of mlox. Instead of giving up on TR, you should update your tools and check your load order. Software problems aren't magic, they can be solved. -
You had the issues because something screwed up your load order, probably an old and outdated version of mlox. You ended up loading TR_Mainland before Tamriel_Data. That's obviously incorrect.
