ah interesting. I am having the exact same issue as you. I have tired everything I can think of. All those programs I use are set to run as Admin . I am also really at a loss over this error P.S I got mine working. I had forgotten I had installed Avast Anti-virus a couple of days back and the Avast Shield was messing something up with the SKSE. I disabled that and it works perfect now! -
Skyrim NPCs don't have names, can't interact

I can confirm this was my issue as well. Once I removed the hood i was able to speak with the NPC's again as usual :)
