ok never mind its crashing again im just leaving using the console because no one ever bothered to ever help me with this

Well i believe i may have solved this somehow and for any future people finding this thread while googling trying to figure this out i'll actally say how i did instead of this happening to you anyway uninstalling this mod https://www.nexusmods.com/fallout4/mods/41758 somehow managed to fix it. the buildings are back to being hollow but i can deal with some culling issues i dont even know if there are any ham radios there but it just works
