God damnit this patch 1.9 created more bugs then it fixed -_-.
Also Delta have you tried using the console command to add the dragonstone item to your inventory?

I did, but I uninstalled it and made a new game. Didn't fix the problem.

You see I'm using the Alternative start mode by Arthmoor and I took the option to take a boat to solititude. Every single Guard (except one Guard who's patrolling in the middle of the road that goes from the docks to Solittude) I meet in Solitude cannot be talked to.
They will greet me and say usual the things Guards usually say but the option to click E (the interaction button) isn't there and I can only here them speak to me if they do the "hello greetings" script or whatever it's called when NPCs greet you.
They can arrest me if i hit then in the head with my fists, so I know that's working. I just can't seem to do the interaction button with them at all.
I've tried verifying the integrity of my game cache on steam, tried making a new save, any mod that makes an edit on guards and creating a new game, but nothing seems to be working :( .Any help or advice you can give would be deeply appreciated.

I also generally recommend AFT and Vilja but...I find Vilja's constant chatter...really irritating, and telling her to stick it where the sun does not shine (ie: Solstheim!) only seems to work for about a game hour, then she's at it again.
So I make her take off her armour and hang back where I can barely hear her.That works until the next reload....
BTW Vilja 'likes' to tease Lydia and often listening in is a Hoot, especially when she sings her little 'Lydia' Ditty
1..2..3.. There once was a Housecarl named Lydia the Fair....."

They fixed that bug in patch 1.4 :P She's so much better now.

Yeah as the title says when I try to enter the skyrim nexus (and ONLY skyrim nexus) site it makes this popup thingy come up asking for a username and password and it also states Skyrim Nexus says: "CPanel"
I know this sounds weird and stuff but what the hell is going on here?

Nah that would suck. The thing about Elder Scrolls series is that you start with a completely new character in each game. The next Hero. Having it be a DIRECT sequel like that would pretty much kill the tradition and game-play (I mean dragonborn vampire? Your character would literally be able to kill anything and anybody he wants without a sweat).

I loved Owyn in Oblivion, unfortunately Skyrim lacks this type of characterization in their NPCs.
Anyways I guess mine would be...

I hope you get it too work, It sounds interesting and i'd love to have a different option then just join the thieves guild.
