I'm assuming you have Windows 7 or 8. If you have installed Steam into the default Program Files, unfortunately User Account Control (UAC) will interfere. It is better to install Steam to a separate directory, or for space and convenience, to a separate disk drive. Either way, this will help keep UAC from mucking things up. It is not recommended to disable UAC - you can if you want to, but if you are new to PC then I'd keep it in place. There is also a method of installing Steam games to a separate folder away from the Program Files directory, but I'm not familiar with it. Google will help.
