Shutting down the Vortex app worked, thanks for the "aha!" moment.

\NexusModManager\NexusModClient.exe is the extension, but I deleted everything associated with NMM. I also created a different acct. The file downloaded was from fallout 4, it was a suit animation. I also ended up deleting Mod Organizer. I'm novice at best.

I tried to update NMM from an older version and was unable to, so I deleted the manager and wanted to reinstall it again. When I start the process for the current version, I'm asked what app do I want to use. This seems incorrect from what I've viewed from other videos I've researched. I'm running Win 8.1. Any idea what's wrong?
