Hello fellow modders. Heres the problem that I have. Every character in my Skyrim has these light blue patches that flicker whenever they move, or when Im looking at them and move. Here are some pictures, do you think you can help me?

Hello fellow modders! I'll get straight to the point, my Skyrim has this problem where I'm looking at someone and whenever me or the NPC moves, I see lots of flickering white patches on their body. I presume(though Im probably wrong) that what I see is the polygon structure or mesh of the body, but without the textures. I've done a clean reinstall of my Skyrim, deleted my Skyrim.ini and SkyrimPrefs.ini files and deactivated all my mods. Even in just vanilla medium Skyrim, it happens. Can you please tell me whats happening?
