So this issue happened to me for the first time today. I know this thread is old as heck, but if anyone else was searching for a solution I found out what to do. If she seems bugged, try sleeping in the other room. You've probably had this issue because you slept in the wrong room or didn't sleep at all. The room to sleep in the second to the left of the bar. So the one between the entrance door and the room to the right. When you sleep in that room she will begin her dialogue when you wake up.
