The NPC's aren't affected by skill requirements like the Player does but their skill affects their weapon damage For your second question: Yeah it's possible to prevent weapons from spawning when certain conditions aren't met but it's a bit complicated because you need to heavily edit the item spawn list and the Inventory spawn list from the group of NPC you're editing, and create a script which covers it.
