A large majority of the NPC population in my game are completely unequipped (except for their weapon if I run the "ResetInventory" command on them). I also have checked their inventory through console commands and they have everything a normal NPC would have: clothes, gold, miscellaneous items, etc. I've tried just about every command I can think of to put clothes back on these NPCs including "recycleactor", but to no avail.
