I ended up using the Grand Merchant crafting mod to give myself the Pureblood Knight's Medal which then does function to teleport. I first tried giving myself the Favor but it didnt present an option to soak it in blood at the church where the maiden body is, and giving myself the blood soaked one but Varre still just stayed stuck on "Try Finger" for his dialogue. I haven't had luck uninstalling the Grand Merchant so beware that installing it might impact the Item Crafting options you see for the rest of your game.
