I know this is really late, but I found this and you helped me find out too because we have some of the same mods and i was having the same crash near Cambridge Polymer Labs. Turns out it was Vivid Waters, disabling Vividwaters.esp fixed that crash.

i have this issue as well, its really annoying especially since i am an archer character. i literally uninstalled every mod that has to do with archery and it still persisted so its got to be an actor value right?

Okay so i literally uninstalled every single mod i have and this s*** still happens. this annoying ass magic / ward effect every time i change or even just cast any spell. Alright, i reloaded a save from before i even started the quest, and im able to kill dragons and get their souls and learn words of power, but i still wanna know if someone knows how to fix that issue without having to reload an older save so i know what to do if it happens again.

So i've come across a game breaking glitch where nothing at all works, meaning i cant absorb dragon souls, cant learn words of power, and nothing is being initiated, for example im doing the quest for the Nord woman where you have to kill Vokun and then get a scroll for her, well i killed vokun and got the scroll and talked to her, and when i pick the option to give her the scroll, nothing happens. she just sits there and says nothing and i dont give her the scroll. also, in that same room there's a word of power that i cant learn. i saved and reloaded, reloaded old saves, but the problem is i dont know when this glitch actually started occuring so it's hard to know which save to reload. AND i went and killed a dragon and i didnt absorb it's soul, i went to go find another word of power and i couldn't learn that one either. I disabled all my mods, and i still had the issue. this glitch literally breaks the whole game and i REALLY hope someone has a fix for it. And yes, i have the unofficial skyrim patch, plus all the unofficial dlc patches. my game's version is 1.9.32.0.8 P.S frick you bethesda for releasing a BROKEN GAME.
