I noticed mine only does this if I accidentally click to launch skyrim from steam and get the launcher menu. If I do that I have to go back in an check them all on NMM. Just launch SKSE from NMM or from the SKSE logo (With admin rights, Just because your user is an Admin doesn't mean the program is going to launch with those rights.)

Maybe move "Skyrim Immersive Creatures - DLC2.esp" Just below the main Immersive creatures.esp And with fnis do you have the creature pack (optional download) installed? What was the last couple mods you installed before you started noticing the Thalmor bug? And finally does this occur with a new save?

I'm pretty sure you only need one account across the forums and the nexus mods site. A quick test would be when you try to log on to the nexus mods hit the " I forgot my password" it will tell you right there if your user/email is registered to nexus mods.
