  1. I've actually experienced this problem at least one other time (several weeks ago), and it seemed to last pretty much the whole day (attempted downloading the files on two different networks (at home and work). And the next day it just went away.

I'm experiencing this issue. is this the URL that you're looking for? http://fs-us.nexusmods.com/files/1704/Blowing%20in%20the%20Wind-5124-2-04-0.rar?md5=FkayUqWukzSdN0ACtbFI9A&expires=1533177967 This shows (for me) a 403 Forbidden HTTP error message page. The only other text on the page is the web server info (nginx/1.11.5). This happens for every mod when I try to download manually. If I click the NMM link, the download shows up in NMM, but it shows up with the following status: Error trying to get the file: https://premium-cdn.nexusmods.com/1704/5124/Blowing in the Wind-5124-2-04-0.rar?md5=vSAnXcsUPfPP_vSwDtaH8w&expires=1533328725&user_id=6948707&rip=50.237.77.218&fdate=1482544413

I'm not using any mods which have the expressed purpose of changing how enemies are leveled, but I'm level 46, and I'm still running into (i'd say 40-60% lv1 enemies, or enemies who don't seem to be leveled properly. I've run into lv50 dragon priests, and lv50 dragons, but for example, I went into Wolfskull Cave to complete the quest for Solitude. Animated skeletons were all lv1, some of the draugr were lv6-12, but one or two were lv21. Some of the necromancers were lv6, a few were lv20-24, and the main leader necromancer was like lv34 or something. Is this normal leveling for SK:SE? It's a little frustrating, because the result is that most enemies take only 1 hit to kill. In fact, I feel like I've been 1-hit-killing most enemies in the game from the beginning. Some of the bosses take more work, and it's not like i'm invincible. I've died many times to dragons breath, and mages, and I've had to use plenty of healing potions. I feel like if I just increase the difficulty (increase enemy damage, and decrease my damage) I'm just going to get myself 1-hit-killed, because even with 350 hp (and legendary nightingale armor), dragon and more powerful mages will take 1/3-1/2 of my hp with a single hit. Maybe my dragon/magic problem is i have low magic resistance, and if I enchant some armor with that, I can increase the difficulty and still have a fighting chance against magic damage. Oh yeah, I forgot to mention mods. The only mod I'm using that I can find any reference to difficulty is the The People of Skyrim, which adds a lot of locations and NPCs, and the in-game book mentions something about encountering some difficulty differently. However, I disabled all my mods and started a new game, used the console to make myself lv100, and i still encountered some lv1 enemies. Is it possible that TPOS is responsible, and skyrim didn't entirely ignore the mod even though it was disabled via NMM?
