Mass Effect 2 Help: RCW ME2 ModManager v0.3?

This link takes me to a "Play as Garrus" mod at Nexus. I'm not finding the ModManager anywhere. It's disappeared. It's in the download page, It include both Play as Garrus and the Mod Manager.
