Something wrong with Nexus Mod Manager?

From what I understand since I've never used custom fallout 3 mods but just the DLC, the DLC have to be in a folder somewhere in your Documents folder (I use Vista so I couldn't tell you off the top of my head) and the DLC for fallout 3 didn't work when i was online, but only started to work when i went offline last month. So point in case, i believe your mods when using steam will most likely be where your DLC is or somewhere within steam where your game folder is located. -
Simply put, I'm starting fallout 3 over from scratch and want to start off with vanilla mods. For some reason there is no vanilla mods section here for fallout 3 and so when I've looked, there doesn't seem to be what I'm looking for. I'm not looking for anything complicated but for some simple mods that use what is already in the game, not new materials, textures or anything else. That's why I put vanilla in the title. These mods most be able to work without FOSE and FOMM as well. 1. I'm looking for vanilla quests that are either simple missions to go out and kill some raiders (like when after I beat the game since there won't be any missions left), or for some simple missions given by someone in Megaton to go retrieve a certain amount of items, like milk bottles or scrap metal. But what's most important is that they restart after about 3 days so they are endless. 3. I'm looking for a mod that adds vanilla companions to hire as well as NPC's to which you can trade, sell or buy with. There was a great mod once called Ammo Merchant Shalala (link is here Ammo Merchant Shalala) which I'm looking to replicate since I don't know if it's vanilla or not. 4. I don't believe the weapons mod kit is vanilla or not, but if there is something like that or a mod that adds different variations of the weapons that are already ingame I'd like that as well. 5. Looking for a few small vanilla bases for my player to go store stuff in different areas, like one in rivetown and one in the DC area. If anyone can help me out with these, either by making them or pointing them out to me, I'd appreciate it greatly.

First off this is not a God mod- it will have it's drawbacks starting with agility. You gave me an idea which i am discussing with MRG. You asked me "Why not make it require a power cell to run?" Well that is a perfect idea so we're looking into it. Yes it's designed to protect you and to be able to do a lot for you, but this is what i'm trying to get it to do/be: - make you run slower - to be easier to be hit when wearing - harder to dodge Benefits that it currently gives you: - +45 to total weight so you can carry it's own weight (also for the Power armor's weight to be 45 pounds) - +20 rad resistance - +15 Melee Resistance (I think that is possible but correct me if I'm wrong - +10 damage resistance (whatever the damage that is called that regular guns make) - -3 Agility - +3 Strength - +1 Perception - +1 Endurance - underwater breathing - Nighttime vision that automatically kicks in (MRG made it all by himself and is something new) (any more ideas are welcome as well) (If you have any ideas for any downsides to this, please post them here. i want this to have some more downsides that will make it less of a god mod)
