[Game wont start or mod issue?]

My games doesnt even start up, I get the pop up with the play, options and settings screen, then when i hit play the game just never opens. when i disable all mods it works so it must be a modding issue.. I currently use NMM (i know it old but i still prefer it). I used LOOT to make the order order, i had no problems according to LOOT. i had 3 "dirty files" which i tried cleaning them with SSEEdit, didn't seem to help.. I have everything up to date and and tried verifying my game files through steam. still never fixed it. According to LOOT nothing it conflicting, i even tried doing my own load order and still never helped..
Would the best option be to turn each mod on one at a time at test them to find a problem?
