Title says it all basically. You can assign weapons in you favorites and the scroll wheel will cycle through them, going up with the scroll up, and down with the scroll down. http://www.nexusmods.com/newvegas/mods/39997/? This idea, but it won't scroll through all of your weapons, instead only scrolls through the ones in your favorites.
