What is MMC? I am not sure how to do that

I am trying to manage Skyrim Special Edition, but it doesn't show the Hardlink Deployment method. FIrst it said it was becuase Vortex wasn't on the same drive as the game, as I have my games on my D:\ drive and vortex had the mods stored on the C:\ drive. I fixed it, but it still doesn't let me. I says: 'Deployment method "Hardlink Deployment" not available because: Filesystem doesn't support hard links'. What should I do?

I am level 80 and did the quest "The man who cried wolf" a long time ago and the letter hasn't arrived. I know that the level limit is 81, so I don't know what could be the problem, I tried using commands and stealing the letter, but nothing works. Any ideas?
