Narwhaligator

I want to know if anyone would be able to make this character into a mod for Skyrim SE. as i don't know a way to get regular hair onto an argonian or the type of horns she has as well as the different colored... however one would describe it, front half i guess?. so if anyone could help with this that would be pretty neat. the characters name is Goldra, from the game cloud meadow.
