I solved my own problem. I have a huge 65 inch TV as my primary display and in MGEXE I had the GUI size set to the maximum (5.0). It made the book size so big it cut the next and close buttons off. I had to reduce size to 3.9 and now I can open, read and close books.

Hey guys, I followed the STEP list in modding morrowind and everything looks fantastic compared to the original graphics. Well, except for when I open a book. I have no option to turn the page. Also I cannot close a book once opened. Did a little digging here at the Nexus and I'm wondering if installing a few additional mods might solve the issue.
