Did you find a fix to this yet? I have this exact bug and have no idea how to fix it.

I figured out what to do. I have no idea how to fix it but if you shout at the phantom just as it's about to go away, it gives me credit for the quest!

I'M HAVING THIS SAME PROBLEM!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! No idea how to fix this!! Don't try advancing thru the console because it breaks the quest!

So I'm currently on a new character and doing the Way of the Voice quest. I'm at the point in the quest where I have to use Fus Ro 3 times on the phantoms the Greybeards summon. However, whenever they shout to summon them, the screen goes white like when you use Become Ethereal shout and Fus Ro does nothing to the phantoms. I tried to advance the quest by the console commands but it corrupts the quest. Arngeir keeps saying to use my shout while the other 3 go outside and 2 come back in to resume summoning their phantoms. I then went to TESVedit to search for all the shouts in the game both available to the player and NPC only. Nothing came back as corrupt or strange. I already verified my files in steam, used BOSS, disabled mods to find out which mod may be causing it but nothing changes. Anyone know what to do?
