I've discovered disabling Maug mods corrected the Brass Smeltery not appearing. Now, the only building not appearing is the Linen Mill. Safari to Enbesa is disabled. So, it's not that. I haven't been able to determine where the mod conflict is, yet.

I have the same issue with the Brass Smelter and other production buildings, too - coffee roaster and a few others in New World.
