Found my answer after a lot of searching, the masked centurions appear at the battle for hoover dam and the masks attatched to the face not helmet so its not obrtainable. They didnt want to render too many faces apparently. source: https://fallout.fandom.com/wiki/Centurion#Inventory " The centurions that appear at the Second Battle of Hoover Dam appear to have their faces covered with bandanas and biker goggles. Even with their entire inventory removed, their faces remain covered. This was done to reduce the system strain of rendering the faces of the dozens of soldiers from both sides fighting in the battle."

I know how to use the console lmao, im saying ive never seen this masked centurion helmet in game. Wiki only has the command for a regular maskless one.
