It has been said multiple times now... OFFLINE mode. and your troubles are gone... well, some of them. keep your laptop in offline mode, and you can still be online in steam on your desktop computer. I really don't see any problem here.

so... Skyrim depends on Steam, why should the CK do otherwise? Especially when it's so closely tied to the Steam Workshop? and... Steam still has a fully functional offline-mode.

If you had installed the Skyrim Script Extender (google SKSE) you could start Skyrim by launching its EXE in the game folder while the pack continues downloading... hf!
