I had the same problem with GNR Radio. Three Dog was talkin and when he was done, no song/sound at all. In the audio options in fallout my master volume was very low and i could only hear songs when i turn the radio volume up to atleast ~85% or the master volume higher. Maybe you should try both. I dont know why this is the case but maybe that helps someone.
