Did you figure out what caused this bug? I'm having the same issue.

It was a duplicate ini created by pip-boy 2000s patch for pip-boy flashlight. If you just install them the issue won't appear. But if you install them and saveini in the console then it creates the duplicate ini for the PiP-Boy2000_Pip-BoyFlashlight. Thank you for your reply. I appreciate your help.

sStartingConsoleCommand=fov 90 100;cl rim 0 is starting on startup regardless of my ini settings. I original had it set to that in Fallout4Custom.ini. Then I change it to 110 fov. But it wouldn't change. Deleting all ini does not stop it from starting. What could be causing this console command without any ini files? I do not have any auto execute bat files setup either. Please and thank you :)
