Ever since this update, 39-40KBPS max. Terrible, more worth finding the mods on different sites and downloading them, then installing them with the Nexus Mod Manager. I used to get approx 600kbps download speed from old nexus servers.

There's this mod of which I recently found on Nexus which seems to allow you to 'Build Your Own City'. Though, i am yet to test it and am searching for mods similar to this. http://www.nexusmods.com/skyrim/mods/50097/?
