Although I noticed this is old, If anyone is finding this thread with this issue, Try running NMM as an Admin and launching SKSE or Skyrim from there.

Okay.. I have come up with yet another idea, If you attack bandits, And then yield, you will be Knocked out and locked n their base, Unto which if you have hearthfire and have a wife or if you are the thane of somewhere, They Will pay a bounty, If not you can Try to sneak out, Or Fight out.... If you have annnnyyyy ideas about how to help, please SHARE YOUR THOUGHTS :D (Just an idea to help modders) you could add Guard Scripts to bandits And Treat Their bases like an Extra Hold.

It will add 3 new joinable factions: Imperial intel...., Imperial Navy, Imperial Cavalry.... Thanks To anyone that wishes to help.... And thanks for seeing my idea! For those of you who don't know.. This is The Imperial Flag... The Imperial Intel: A Team Of The Sneakiest members Of The Legion Most are Khajiit, However they aren't limited.. (To Anyone that's Interested My Character I'tar Is In my vision Is The Intel Commander) Imperial Navy: Those Who Raid Ulfric Stormcloak's Shores In the blink of an eye, and are gone the second after, imperial cavalry: Riders Of The Empire, They Ride In For a Quick Attack and then ride out slowly, once more (Please Note There Is a mod that makes it so followers Can Ride Horses, I would utilize this when making the cavalry) (Another Please Note) (For Intel, You can use some Theives Guild Script) (ANOTHER please Note) There is a boat mod that adds boats which you and your follower can use, (NOT retextured horses) (It makes the boat customizable)
