Nm, I'm a knob. Was editing the SkyrimPrefs.ini in the steam directory structure, not the one under My Documents. Still don't know why the values reset though...

Ditto. Shadows were disabled after I edited the ini a couple of weeks ago. Last day or two they seem to be back. The ini was reset (via a patch??) to have postive shadow values. I changed them to 0 again, except this time the shadows don't go away. Would be HUGELY appreciated if someone knows how to disable them after Bethesda's latest tinkering.
