"playerenchantobject 106661 3eb26 e1fec" will give you Black Robes that give magicka regeneration while casting and boost destruction magick damage, with magnitude equal to your enchanting level (100 enchanting -> 100% increased destruction damage). That said, it's a lot of regeneration so you might end up with the infinite magicka problem at 100 enchanting (Lightning Storm doesn't drain my gauge with the 50% cost reduction perk). You can replace the 106661 with any apparel id that doesn't have a default enchantment.

Open the console, click on the skeleton, input "disable".

I can sprint almost forever in light armour even without the perks, while heavy armour seems to drain stamina faster while sprinting.

For anyone who's interested, the MGEF for it is E1FEC. For instance, putting "playerenchantobject 106661 e1fec" into the console will give you Black Robes that allow you to regenerate magicka while casting spells.
