Forced to restart the game, need assistance trying to restore what was

So, due to problems (presumably with SkyRe) that I had due to not owning the DLC -- I have been forced to buy the DLC in hopes that the mods I use could have updates to fix said problems.
Unfortunately, after purchasing all three of the DLC, the issue has reached a point where I fear the only way to fix the problem for good is to restart the game.

The issue in itself would be a weapon speed issue. My war-axe manages to swing at the speed of light. This applies to all one handed weapons. If I use console commands to fix my swing-speed, my bow seems to draw back incredibly slow, when I fire the arrow it simply falls a few feet in front of me. I don't know anyone who considers that to be a good ranged weapon, and I certainly don't either. I can't play the game knowing that I can never use one or the other; that's just ridiculous! On a new character, the issue doesn't exist and I don't appear to have anything of that sort at all. This leads me to believe I need to start a new game... again.

(player.getav tells me that my weapon speed is at 4.8, using player.forceav to make it 1 again works for about two swings, then it raises itself back up but the bow problem persists - two problems are not better than one)

I have problems with that of course, considering the fact that I've had to restart the entire game before and I'm already fifty hours into this playthrough alone. But I'm willing to restart with a few advancements.
1. I'm going to godmode myself until I get to where I was questwise. 2. I'm going to use console commands to rush through the quests I've already done and hope I don't break something along the way. 3. I'm going to try to spawn all the items I had on the previous playthrough -- but unfortunately I don't know how to do this. I've searched for the past few hours, methods of transferring items between saves seem as if they don't exist. I don't consider myself a hoarder, but I do love books and I keep every single one that I have for various bookshelves; no bookshelf should ever be empty. I don't want to lose my books and various other items and I don't want to have to use the console to spawn ALL of them, I have well over a few hundred and twenty five things to spawn is already a bit much. I tried using the creation kit to no avail, only to realize how that couldn't possibly work -- at least not in my mind.

There are two ways of fixing the above and if anyone can help me with them, I'd be very grateful.

1. A way to fix my dreaded weapon swing issues.
2. A way to duplicate or trade all of my items from one character to another.

On a sidenote, Skyrim likes to disable my dragonborn.esm every time I run BOSS. All I have to do is re-enable it, but it's a pain to have to do that every time.

I have a cheat mod that gives you rings with perk enchantments. The Quick Shot ring makes the weapons swing very quickly, just like you describe. Do you have that perk? I think there are console codes you can use to add and remove perks. I would try messing with that and see if it does anything. Also, if you installed some mods right around the time that started to happen, try uninstalling them. Make sure you do all this with saves just for testing. Don't overwrite old saves.

 

As for the bow issue, is that just regular bows? do crossbows work? I've had that happen too at some point. If something strange like that happens, I uninstall/reinstall any animation mods that might affect bows and rerun FNIS, and that seems to fix problems like that.

That's not quite what I needed to know. What I need to know if there are answers to the following:

 

1. A way to fix my dreaded weapon swing issues.

2. A way to duplicate or trade all of my items from one character to another.

 

Either one of those would solve my problem; I'd prefer the first of course but I can deal with the second -- the second would involve me restarting the game and transferring all my items to a new character as not to have lost everything I had.

I don't like anything combat enhancing - including SkyRe, which is why I have the combat effects disabled. I have no perk rings or anything of that sort; and as far as I know I don't have any perk enhancing items. I do have two perks from the trees that enhance weapon speed but they've been of no issue at all; and upon using a respec potion the problem persists.

 

I do install mods all the time and I know how to work with them, the moment something breaks I uninstall whatever I just did and attempt to fix it to where it once was.

 

The problem was that, the issue was dormant for a long time. I only used one-handed for 45 or so hours of gameplay until I decided I was far enough to start archery. I wanted to use a crossbow, that issue. I wanted to use a bow, that issue. I can only imagine that this problem has been here for quite some time and finding a save that didn't have these issues would be almost as far back as starting a new save -- to which I'd rather just start a new save.

 

I get tired of starting the game over, for many varying reasons I've had to... What with, getting a new computer, losing all my offline saves, cloud screwing up, mods corrupting them, not having DLC and thus having mods corrupt them...

I'm 350 hours into the game online and yet I still haven't beaten the main storyline -- many people say that, likely not with this reason in mind. While I don't immediately do the main storyline, I try to get through it rather early on. The furthest I've gotten was directly after obtaining the elder scroll, to which my game inexplicably crashed and my saves were wiped due to... other reasons.
