Either download & activate the stand alone ArchiveInvalidation Invalidated:http://www.fallout3nexus.com/downloads/file.php?id=944 Or, If you are using the FOMM / NMM, there's a built in version of archive inalidation in either of those. The Mod manager built in version often needs to be toggled off & then back on again AFTER you add in a new mod.Also do not use both versions of archive invalidation at once as that will cancel each other out. You cannot use both, they each change a lot of the game and have massive conflicts with each other. Secondly, you need to get your load order corrected. You should have Fallout3.esm first, followed by the DLCs in order of their release.
