Can't Improve Leather Armor?

Okay, can't seem to improve my leather armor. Hide and Iron I can improve, but Iron I can't. here's my load order.

EDIT: Okay, update. I've pulled out LOATB and JK Crafting Breakdown. I even tried disabling ACE Smithing and still can't upgrade leather armor.
