Most people use blender because it's free and even thought it's hard to use at first most regular users claim that it sort of grows onto you with use. There are probably many other 3D modeling programs you can use for Oblivion, but I think most of them cost alot of money, and I don't think it will be easier to learn one of those instead of Blender. I do favor Gmax, but im used to it from my Halo PC modding days. Plus its one of those things that just about anyone can get to know with in a good hour or 2.
