Then several additional esm's for terrain, two for each city (above ground, below ground). Would that help encourage development and improvement of the cities any? Or is this an pointless idea? The point is to make improving adding to the total conversion easier and to limit what can possibly be conflicting between mods. For example there is no reason for building mods to modify surrounding terrain, instead modders can simply call dibs on an area for an period of time without other modders creating mods in that area. Or an group of modders could create an set of mods for an area and offer them to users, stating if they can be used with the other area's mods or not. An modders guild could even call dibs on an whole city, so that anyone intent on modding that city should sign up/register with that guild and coordinate thier efforts. For example there are many balmora mods, however if you tried to load all of them there would be many overlapping buildings, objects, incompatibilities, etc (believe me I've tried). In order to coordinate and keep track of who's call dibs on what area, forums such mwsource (of course) and an website with an index would be used. So not only would it reduce the overlapping of mods, it'd also make it easy to see who is working on what and if your interested in modding an area who else is or has modded it. So it would be easy to gather ideas and use other mods as examples or even an starting point, to further develop them. This might seem facist or prudish. However it's also an fairly ordered way to track, discover and research mods. Also it could provide more of an forward moment to the development and expansion of the total conversion, than any one person or small development team could. The mods then could even be given ratings and reviews by users. While being discussed in the forums. So considering the way sites like mwsource are organized and catagorized, this would have some differences, however overall they would be improvements.
