First problem, check the body and face/head color:

yes, my character sees from above, I can not see my character in any way and i cant not use the third person camera.

The difference between the neck and body is very common. It is caused by the use of different textures in the face and the armor mods. The use of something around the neck helps. I use

http://fallout3.nexusmods.com/mods/16230/ or a necklace from Ling's. PipBoy Icon not found is another common problem with some mods. Is it just for the Desert Eagle or all of your icons?

I don't know what to tell you about the change in perspective. I never had that happen to me. Have you sorted your load order with BOSS?

The problem with icons are with various weapons, but not all.

 

I do not use BOSS, is easy to use?

Not all weapons have icons. What you are seeing is the default if the game cannot find an icon loaded for that item.
