Your load order is a mess. I don't think your game will even start. The first file that should be shown is Fallout3.esm. If you are not going to follow the advice you have been given and use a utility to set your load order, no one here can help you.

You can not install a mod like FOOK2, then just uncheck the plugins, and have it work. To be specific, FOOK2 has loose menu files that when Archive Invalidation is enabled will have XML include calls that will fail because the FOOK2 plugins are not enabled. If you are not using FOOK2, uninstall it.
