Move your game out of Program Files and out of Steam. Have you downloaded and installed the Fallout 3 1.7 patch? Have you downloaded and installed the Games for Windows Live update?

Have you ever had just Fallout 3 running?

If you cannot run the base game, it would appear that you might have an equipment problem. What are your computer specifications?

You can install the game directly to your C: drive. Some people install it in the Games directory.

You should not be having any problems running this game. So, take your time and uninstall you current game and make sure you get everything. Reinstall the game in a location other than "Program Files". Go to the Bethesda Softworks website and download and install the 1.7 update http://fallout.bethsoft.com/eng/downloads/updates.php Go to the Windows Live Marketplace and download and install the current client. You should be able to start the game at this point. After the game has started, exit the game and navigate to your Fallout3 in the My Games folder.

Open Fallout3 and then open the Fallout.ini. Do not change the FalloutPrefs ini. Make the changes to limit your CPU to only two cores.

Also, look this over: http://fallout3.nexusmods.com/mods/18900
