i get this error when i try to launch fallout 3

I also get an error that says access denied. I checked to make sure mcaffe wasnt blocking and its not so idk what to do

Uninstall the game and reinstall outside of "Program Files" or run as an administrator.

Running as an administrator does not work and if I uninstall the game dont I lose my mods and or game progress?
